I've seen something like this before and it was fixed by adjusting the permissions on ''C:\Program Files\Bozteck\VNCScan Console .NET'' to allow the ''everyone'' group full control. I also checked the box to propagate that setting to all sub folders.

The issue is actually being caused by the DNS cache on your computer. Windows caches the IP addresses for recently resolved addresses for a length of time dictated by the TTL setting on the DNS server.
