If you browse into the program folder and launch the vncscan.exe file, does it happen?

I'm not sure what's causing it, but I would delete that icon and create a new one on your desktop.  I've heard that this fixed it for another customer a while back.

I would first try deleting the 'My Documents\vncscan\data\settings.xml' file and relaunch the program.  It will be regenerated automatically with default settings.  Does this help?

That's bizarre.  I haven't been able to reproduce this, yet.  Did this just recently start happening?  Can you please give me some details about the sort of firewalling and operating systems that are in use?
